The Private Career Colleges Division of the Department of Advanced Education regulates the operation of private career colleges and registered language schools in the province.

About Our Opportunity


As the Program Admin Officer 3, Private Career College Officer, you have regulatory responsibility under the Private Career Colleges Act and the Language Schools Act with responsibility for inspection, audit, assessment, review, reporting, and administrative decision making. This legislation provides consumer protection and primary quality assurance provisions with authority to audit, review, approve or deny applications and take appropriate and effective compliance and remedial action. In this role you are appointed an inspector under the Acts by the Minister.


The Private Career College Officers ensure quality occupational training programs at private career colleges by evaluating proposed programs and amendments on a continuous basis for acceptable occupational training capacity. As the Officer, you also support the Director of Private Career Colleges in their responsibilities overseeing registration and regulation of colleges and schools.


This position reports to the Director, Private Career Colleges

Primary Accountabilities


  • Ensuring colleges are in compliance with third party inspections, legal and regulatory requirements
  • Assist operators and staff of colleges and schools with regulatory compliance in giving advice and direction in ongoing operations and extraordinary circumstances to achieve and maintain compliance, program performance, and operational efficiency
  • Perform general compliance oversight of schools with Language Schools Act and regulations through audit and regulatory responsibilities under the Act to ensure compliance and quality at registered language schools
  • Conduct inspections and audits of colleges and schools by undertaking regular and special inspections and audits of colleges and schools under applicable legislation
  • Perform general regulatory and administrative responsibilities by handling informal student complaints and enquiries, attempting reconciliation between student and institution, and when reconciliation is not possible, refer matter to Director for formal processes
  • Maintaining thorough, detailed, and highly accurate records and documentation of reviews, findings, audits, assessments, and decision processes and results
  • Present the substance and outcomes of audits and reviews to senior divisional staff in verbal or written form, as appropriate

Qualifications and Experience


This may be the right opportunity for you if you have a bachelor’s degree (in a related field) with five (5) years of related experience. An equivalent combination of training and experience will be considered.

When dealing with clients, you exercise tact, diplomacy, and sound judgment.


You are proficient using Microsoft Office programs (Word, Excel, Outlook, Power Point), have strong interpersonal, analytical, communication (written and verbal), organizational skills with specific attention to detail and accuracy while balancing priorities. The ability to absorb information from diverse sources and apply critical, inter-related and complex considerations for broad-based and detailed analysis is essential.


Assets for this position:


  • knowledge of applied vocational or adult training
  • experience in the interpretation and application of regulations and occupational or training standards
  • ability to work productively with clients of differing capacities in situations which are occasionally emotionally charged

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Additional Information


This is a term opportunity with an anticipated end date of December 31, 2023; however, the position status ('term', 'temporary', or 'casual") is dependent on the start date of the successful candidate.


The successful candidate will hold a driver’s license and will be required to conduct inspections throughout the province from time to time. Some inspection trips may require multi-day absences from home.

Pay Grade: PR 13

Salary Range: $2,543.38 - $3,091.70 Bi-Weekly
