About Us


The Public Service Commission (PSC) provides human resources (HR) services to the Government of Alberta (GoA). This is achieved by providing expert advice, strategic leadership and stewardship as well as developing and delivering innovative supports and services to Alberta Public Service (APS) employees.


You will be a member of the Workforce Reporting and Analytics (WRA) team in the PSC, which supports the PSC and client departments with Human Capital Management (HCM) reporting and analytics services to make evidence-based decisions and to align the workforce with business priorities. The WRA function supports the PSC and business leaders to:
  • Tell a story with the evidence (data) so that the business leaders are intrigued and want to take action.
  • Find the “fascinating” nuggets in a sea of data.
  • Think about how evidence (data) can contribute to understanding business needs and help drive workforce management and planning.
  • Ask questions or develop hypotheses that can be explored and supported in collaboration with other PSC teams.

Are you looking for your next adventure? Our HCM Business Intelligence (BI) Consultant could be it! We are expanding our team and are looking for a business consultant who can apply their:
  • HR knowledge
  • Aptitude and passion for HCM data and reporting

In this role you will experience it all - full cycle consultation, designing, building, testing, and implementing reporting solutions such as Power BI dashboards. These reporting solutions help transition workforce data into actionable insights, providing value and enabling clients to make more informed business decisions. This work is critical to the strategic decision-making capacity of the Alberta Public Service, and it interfaces with every department. Additionally, this role will collaborate regularly with other team members to ensure the successful delivery of business intelligence – presenting HCM data such as dashboards, reports, charts, and graphs in a user-friendly way for clients.


You will have the opportunity to use a critical HCM data warehouse that was created to deliver HCM BI solutions and is used for workforce reporting and analytics in the GoA. Being a subject matter expert of HCM, you will make decisions about data elements and methodology for enhancements to the HCM data warehouse as it expands its functionality. You will leverage your business acumen, while acting as a critical translator of core business requirements to technical resources. While exposure to working with a data warehousing team is an asset, previous experience with data warehousing is not necessary. In time, your HCM data warehouse experience and knowledge will expand, enabling you to provide training to new team members as well.


The HCM BI team is mainly project-based. Projects will vary in scale and complexity – from the development of specialized HCM dashboards for small audiences to large, highly complex cross-government HR initiatives. Your time and project management skills along with your collaboration abilities will be key as your project involvement will vary from lead to co-lead, and/or as a collaborator with other HCM BI Consultants.

Key Accountabilities:
  • Consult with multiple stakeholders and gather business requirements.
  • Apply your business acumen to identify, analyze, and interpret workforce and HR trends in complex data sets.
  • Leverage technical requirements to drive the design/review of business needs.
  • Use the Agile project management framework to successfully deliver data products: scope, acceptance, implementation, and deployment.
  • Design, build, and maintain BI data visualization solutions (dashboards) using Microsoft Power BI.
  • Develop User Acceptance Testing (UAT) strategies, for quality assurance, managing the testing process with both business and technical users.
  • Guide the successful release and adoption of HCM data products by developing change management strategies and communication plans, based on the audience.
  • Design and deliver presentations to clients and high-profile audiences (such as Deputy Ministers, the Public Service Commissioner, and Senior HR Leaders) on dashboard content, HR trends, strategic recommendations, business use cases, and functionality.
  • Transition data product maintenance to appropriate teams; support improvements and continuous delivery.
  • Review data products when required and assess client feedback, enhancements, satisfaction.
  • Collaborate with other team members through leading, co-leading, and collaborating on various projects.
  • Guide other team members to allow them to utilize the HCM data warehouse effectively and understand the data concepts within.


While previous experience utilizing and implementing BI tools is an asset, don’t stress if you do not have this experience – we will have a full onboarding program to get you up to speed and will help you develop the necessary skills to be successful in this role.

Qualifications

University Graduation in Human Resources, Business Administration, Commerce, Information Systems, or related field, plus a minimum of 2 years’ related experience. Experience with HRIS, business problem analysis, and consultation experience is preferred.



Equivalency:
Directly related education or experience considered based on:
1 year of education for 1 year of experience.
1 year of experience for 1 year of education.


Preference will be given to candidates with:
  • An HR background and demonstrated experience in HCM data and reporting.
  • Excellent presentation skills.
  • Experience working with internal clients at various levels of the organization with an ability to communicate clearly and develop relationships with business partners.
  • Proven project and time management skills, including demonstrated experience in managing multiple projects simultaneously.
  • Adept use of technology including experience with Power BI or other visualization tools such as Tableau, and Microsoft Office Suite applications.

Salary

$2,588.06 to $3,397.76 bi-weekly ($67,548 to $88,682/yearly)
