The Planning and Permitting team is looking for a Bike Plan Analyst to oversee and strategically plan for the Bike Plan implementation by focusing on the expansion of the following program areas: end-of-trip facilities, bike share, and micromobility parking, including bike racks and bike corrals, with the ultimate goal of increasing other modes of transportation in the city such as bike, e-scooters, e-bikes and more.

As a Bike Plan Analyst, you will develop guidelines to select and prioritize locations for implementing the program areas around the city using a phased approach between 2023-2026. You will also identify key performance indicators through research and best practices, monitor and evaluate usage and summarize and present findings to senior management. You will work closely with a Community Activator who will focus on the education and encouragement portion of the Bike Plan!

  • Use analytical knowledge to identify trends in end-of-trip facilities, bike share and micromobility parking related data to support evidence-based decision making throughout program implementation
  • Coordinate and collaborate with other Analysts in the section, who have previously worked on bike programs, education, and engagement data analytics
  • Provide presentations to internal and external stakeholders as required
  • With a continuous improvement mindset and approach, constantly look for ways to provide improvements and enhancements to the bike program
  • Independently, identify realistic and actionable recommendations related to data/information and associated analysis to improve the bike program
  • Summarize, discuss, and present findings to the senior management and internal and external stakeholders
  • Develop public mechanisms for sharing information, including location assessments, priority plans, status updates, data analysis, and pre/post evaluation logs
  • Managing multiple, competing priorities, especially with an influx of seasonal programs
  • Support development of Council reports, memos, financial reports and other stakeholder documents with applicable data and analysis
  • Perform other related duties as required
Qualifications:
  • University graduation in Business Administration, Statistics, or another related discipline.
  • A minimum of two (2) years’ analytical experience including research and synthesizing information for decision making purposes and report preparation.
  • Working knowledge of various softwares, such as GIS applications (SLIM GeoMedia, ArcGIS etc), SPSS.
  • Demonstrated knowledge of the development and implementation of continuous improvement strategies and tools for project and programs.
  • Ability to understand complex, technician information and prepare presentation materials and reports.
  • Demonstrated ability to apply sound judgement to make operational decisions and prepare thoughtful recommendations, while using business acumen and working with corporate policies and guidelines.
  • Proficiency in Google Applications, Microsoft Office Suite.
  • Excellent verbal and written communication, presentation and facilitation skills.

Up to 1 permanent full-time position

Hours of Work: 33.75 hours per week, Monday through Friday. Overtime work may be required during peak operational periods

The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

Salary Range: $38.705 - $48.357 (Hourly); $68,188.530 - $85,192.940 (Annual)
