Main Purpose & Function
The successful candidate will provide a wide range of technical support and assistance to the Reconciliation and Cultural Change team within the Community Planning Division. Key tasks will include facilitating engagement, graphic design, technical planning work, research, analysis and the preparation of reports. This position will be responsible for supporting the public consultation process including public open houses, workshops, public hearings, and may include enactment of by-laws, and providing responses to written policy, development and rezoning enquiries in the context of reconciliation, redress and equity.


Specific Duties & Responsibilities

The Planning Analyst will provide a range of professional and technical services as part of the Community Planning Division with an initial focus on reconciliation, redress and equity policies and programs, associated community development projects and legacy actions.


The Analyst plays a key role in:

  • Organizing and facilitating public consultation processes.
  • Developing informational and graphic materials for public open houses, workshops and for inclusion in Council reports.
  • Summarizing public consultation processes and opinion surveys.
  • Maintaining and updating websites.
  • Facilitating social media outreach.
  • Undertaking research, technical writing, mapping and data collection and analysis.

Responsibilities for this position can also include:

  • Project implementation, rezoning processes, project scoping and policy by-law amendment and development in the context of reconciliation, redress and equity.
  • Preparing and coordinating materials for Public Hearings.
  • Preparing and reviewing land use by-laws and guideline documents.
  • Overseeing the by-law enactment process.
  • Preparing reports for minor by-law text amendments, rezoning proposals, and other policy reports related to reconciliation, redress and equity.
  • Assisting in the preparation of planning policy, zoning, and guidelines connected to reconciliation, redress and equity.
  • Assessing, analyzing and presenting policy changes, programs and/or rezoning enquires for internal staff discussion.
  • Responding to written enquiries.
  • Consulting and collaborating with other City divisions and departments.
  • Other duties/responsibilities as assigned

Qualifications

Education and Experience:

  • University degree in Planning.
  • Some professional planning experience or related university degree with experience related closely to the duties involved, or
  • Equivalent combination of education and experience.
  • Experience in Rezoning or Development Planning is preferred.

Knowledge, Skills and Abilities:

  • Relevant lived experience(s) combined with a broad perspective lens on supporting best practices in advancing equity, reconciliation, redress and decolonization, particularly as it relates to data analysis and collection.
  • Experience with community development and capacity building approaches, in particular those involving equity-denied communities.
  • Demonstrated knowledge and understanding of the ways in which historic and ongoing colonialism and systemic racism have shaped urban planning, and zoning and land-use regulations, and the ways in which these systems and structures impact equity-denied communities.
  • The candidate must be able to work independently and/or participate successfully on work teams and with the public, and complete assignments using sound professional techniques and judgment.
  • Applicants should have the ability to self-manage the workload and meet time demands (e.g. prioritize tasks, communicate expected delivery of items with staff, request help when needed) is a requirement.
  • Applicants must have strong interpersonal and communication skills (written and verbal) must be able to demonstrate sound research and analytical abilities and experience, and have an aptitude in the legal and technical aspects of planning work.
  • Applicants must have strong writing skills and able to communicate complex concepts and information clearly and succinctly (e.g. reports, briefing notes, issues notes)
  • Familiarity with rezoning processes and a working knowledge of zoning and land-use regulations, land development economics and urban design principles is strongly preferred.
  • Familiarity with cultural and social planning and regulations is an asset.
  • Knowledge and demonstrated experience working with an equity-denied or marginalised community group/s is an asset.
  • Capability to read and write in a language/s other than English or French, is an asset.
  • A good working knowledge of Microsoft Office and graphics programs (e.g., Adobe Creative Suite) is required, and familiarity with GIS and other mapping software and 3D software (e.g., Sketchup) is an asset.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.


The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
