Main Purpose and Function

Working within the Healthy Waters Planning Branch, the Project Manager will utilize their industry expertise to provide full life-cycle project management of complex, interdepartmental infrastructure planning projects with multi-million dollar budgets. This role will work collaboratively with a multidisciplinary team of City staff to ensure successful planning and implementation of projects that deliver stakeholder requirements, and will also lead and coordinate work across functional project teams and third party consultants.


The Project Manager will help to achieve compliance with project management and quality management standards for key projects such as the Healthy Waters Plan, the City’s long range utility plan that uses an integrated “One Water” management approach to address pollution from sewage and urban runoff, while adapting to climate change, population growth, and aging infrastructure.


The Healthy Waters Plan is a critical step in establishing the City as a leader in climate adaptation and integrated water management through the strategic implementation of grey and green infrastructure. This is a unique opportunity to contribute to a planning initiative that is both innovative in its approach as well as critical for the community and environment at large.


Specific Duties and Responsibilities

  • Supports the Branch Manager in the management of the Healthy Waters Plan project.
  • Collects, coordinates, and controls the project lifecycle elements related to scope, cost, and schedule for integrated water planning work, such as: Project Charter, Project Execution Plan, Project Schedule, Risk Register, Stakeholder Plan, Cost, Change Management and Progress Reports, etc.
  • Develops and builds on established partnerships with internal and external stakeholders to successfully deliver on project objectives; ensures that stakeholders are identified, engaged, informed and given opportunities to shape project details as applicable.
  • Assists the Branch Manager with presentations, written materials, public engagement and meetings with members of the public, stakeholder community groups, and partners. Facilitates stakeholder inputs to arrive at optimum solutions.
  • Supports and administers contracts and management of technical consultants retained to support the planning and implementation of integrated water planning projects. Coordinates and manages departmental review processes for key deliverables, escalating any identified conflicts as necessary to senior staff for resolution.
  • Other duties/responsibilities as assigned.

Qualifications
Education and Experience:

  • Bachelor Degree in Engineering, Architecture, Planning or Construction Management, from a recognized post-secondary institution and a minimum of 5 years of industry experience in project management with progressively complex projects leading multi-disciplinary teams, or an equivalent combination of education and experience.
  • Experience with water resources or utility planning projects considered an asset
  • Formal training in Project Management methodologies, preferably consistent with those provided by PMI (Project Management Institute).
  • Project Management Professional (PMP) designation an asset.
  • Registration or eligibility to register as an EIT or P.Eng with EGBC is an asset.
  • Experience developing and reporting on project and programs; researching and preparing business cases for various projects and initiatives; developing analyses and reports; and formulating options for presentation and decision-making.

Knowledge, Skills and Abilities:

  • Knowledge of project management methodologies, practices and processes.
  • Skills in project management initiating, planning, executing, monitoring and controlling and contract management of complex interdisciplinary projects.
  • Ability to manage complex project schedules
  • Ability to take on a leadership role and be proactive at resolving project conflicts in a timely and effective manner.
  • Ability to deal with multiple tasks, and setting and meeting competing deadlines.
  • Ability to establish and maintain positive relationships with internal clients and external stakeholders.
  • Advanced interpersonal, verbal, and written communication skills.
  • Ability to translate technical information into material that can be easily understood by a broad audience through collaboration with subject matter experts.
  • Ability to direct and supervise the work of junior engineering/planning assistants and other unionized and non-unionized support staff.
  • Experience in managing complex projects that include managing multiple consultants and/or contractors simultaneously.
  • Experience in managing teams and diverse stakeholder groups, including internal and external coordination of project work.
  • Experience in hiring, developing, and managing staff in a unionized environment an asset.
  • Excellent presentation skills to public and community groups including the ability to present results in graphical and written form including use of common project management tools such as flow charts and Gantt charts.
  • Proficiency in Microsoft Word, Excel, PowerPoint and Microsoft Project, and other professional software.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.


The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
