Senior Specialist, Environment and Climate Analytics

The Senior Specialist will ensure climate analytics excellence for City Council, senior management and other stakeholders by developing a climate and environment analytics strategy and governance program, as well as establishing processes, tools and standards to ensure accurate, reliable, complete and relevant climate and environment data and analysis.

The Senior Specialist will provide leadership in the development of a new climate and environmental science and evidence based decision-making framework, as well as oversee the development of new analytical tools to integrate environment and climate information into all City decision making.

With a focus on the City of Edmonton’s Cultural Commitments to Safe, Helpful, Accountable, Integrated and Excellent, you will:

  • Develop and steward implementation of an environment and climate evidence and data based decision making strategy and program, working with external stakeholders such as EPCOR, Government of Alberta, Government of Canada, the University of Alberta and others
  • Lead the integration of environment and climate decision making across the organization, including the development of new analytic tools, development and implementation of a climate and environment analytics strategy, policy, guidelines, change management, and communication planning
  • Lead and participate in data management activities, including quality assurance, data cleaning, aggregation and integration
  • Ensure excellent environment and climate information and forecasting is available to senior management and City Council, and that they are regularly informed about key environment and climate-related risks, opportunities, impacts, and progress on goals and targets
  • Apply expertise such as descriptive, predictive, machine learning, deep learning and AI techniques to help solve environment and climate related challenges and to provide resources and tools for different business areas
  • Provide the data necessary to create performance reporting to identify, evaluate, measure and report on the efficiency and effectiveness of city energy management programs
  • Develop and manage complex environment and climate decision making models, tools and metrics used to set and adjust targets, priorities, prepare budgets and manage resources, and evaluate effectiveness
  • Lead the development and implementation of training strategies, performance and quality assurance frameworks for environment and climate monitoring reporting
  • Lead the development and maintenance of environmental and climate data management systems for the organization
  • Manage complex environment and climate projects such as wildfire risk assessment, urban heat island risk assessment, resilience hubs needs assessment, climate vulnerability and risk assessment, or greenhouse gas (GHG) feasibility studies
  • Supervise, train, coach, mentor and perform competency reviews for technologists, coordinators and analysts to develop team talent and succession planning; and manage performance expectations through performance plans, feedback, and improvement mechanisms, including one-on-one discussions
  • Provide oversight of professional consultants and scientists engaged to work on various environment and climate
  • Perform other related duties as required
Qualifications:
  • A bachelor’s degree in climate, atmospheric, meteorological or environmental science, statistics, computer science, mathematics, information technology or a related discipline where advanced statistical methods are used
  • Graduate degree is an asset
  • Registration as a professional in an environmental discipline is an asset
  • Demonstrated knowledge of climate and environment subjects
  • Demonstrated knowledge of data analytics, data science, and statistical analysis
  • A minimum of 7 years experience in at least one of these areas:
  • Quantitative analytics experience including handling, manipulating and analyzing data, creating analytical reports, developing analytical tools, and working with one or more statistical programming languages
  • Interpreting climate models and associated modeled output data, including translating knowledge of climate science for multiple audiences
  • The fundamentals of carbon emissions accounting and reporting frameworks across various GHG Protocols
  • Database administration, data exchange, integration, data mining and data warehousing, and electronic records security and storage
  • Familiar with climate change assessments, both greenhouse gas emissions and climate risks, with a demonstrated understanding of the underpinning climate science, and its challenges and limitations
  • Experience in using data science to to support decision making, specifically related to climate and environment impacts
  • Strong analytical and critical thinking skills, research skills, and a proven track record of problem-solving
  • Strong verbal communicator with the ability to analyze and communicate complex ideas to diverse audiences, including the delivery of formal and informal presentations to all levels of management
  • Strong written communicator capable of developing professional written documents, ranging from technical to general
  • Knowledge of statistical tests, distributions, regression, maximum likelihood estimators, etc.
  • Ability to work with different types and formats of data and information
  • An effective change agent who inspires action, builds commitment and generates enthusiasm
  • Proficiency with Google Suite
  • Experience with negotiating and bringing stakeholders together to stimulate positive change and build strong relationships
  • Demonstrated relationship building and conflict management skills
  • Ability to work both collaboratively and independently
  • General leadership and supervisory skills
  • Strong planning and organizational skills, with the ability to manage time and multiple projects appropriately
