Role

Reporting to the Contract Claims Specialist, the Claims and Analytics Engineer is a key member of the department's team responding to claims for additional payment submitted by contractors to the department for which they feel have not been adequately compensated for (First Party Claims). These claims can range in value from a few thousand dollars to several millions of dollars, and can vary significantly in their technical nature, subject matter, complexity and scope.


This position is also responsible for performance analytics of the department's contract management activities including unit price analysis, construction cost index analysis and construction claims analytics. The contract performance analytics plays a key role in the strategic approach to fulfilling the department's goals and objectives in concert with other department staff, by identifying ministry priorities as well as evaluating project and program performance to meet these priorities by collecting measurable data of the department's contract management activities.


The main responsibilities of the Claims and Analytics Engineer are (but not limited to):

  • Performing contracts analytics of the department's construction and engineering contracts and construction program
  • Supporting the development of key performance indicators and performance targets for procurement through contract analytics
  • Providing engineering support to the section in review of contractor claims against the Department
  • Supporting the section's management of the vendor performance evaluations and outreach section as and when requested
  • Making recommendations for process improvement to achieve better alignment between department goals and outcomes

Qualifications


Required:

  • Bachelor’s Degree in Engineering supplemented by a minimum of 5 years of directly related experience in contract law, contract administration, project management and technical writing related to highway construction
  • Registered or eligible to register as a professional member of APEGA

Desired:

  • Experience in contract management and project management of highway projects with some exposure to water projects
  • Understanding of statutes and policies applicable to contractual issues
  • Knowledge and experience in analytics of construction contracts and programs
  • Strong computer skills such as advanced skills using Microsoft Suite or other database software

Salary

$3,044.75 to $4,215.69 bi-weekly ($79,467 - $110,029/year).

Hybrid Policy:
There may be an opportunity to participate in an interim hybrid work schedule (per Alberta Public Service policy) of up to two days working from your home office and three days in the office. This can be discussed with your manager upon hire.
